On product: Enc11 (XML Encryption 1.1)

Encryption 1.1 currently has numerous links into a year 2000 XML Recommendation. I propose updating these links to point at XML 1.0 5th Edition.

(More generally, this suggests that another review of the references in XML Encryption 1.1 -- and possibly XML Signature 1.1 -- is warranted.)
