Hyperlinked titles are not obvious

Hi,

First of all, congratulations with the new design. The new site makes it
easier to find relevant information, and it looks much better as well!

That said, it took me a while to discover that e.g. the 'HTML & CSS' heading
on http://beta.w3.org/standards/webdesign/ is actually the main link, and
not the additional links below. At first, I was under the impression only
the three additional links below the introductory paragraph could be
clicked. It would be much more discoverable if it would be something like
this (hyperlinks denoted with square brackets):

> HTML and CSS are the fundamental technologies for building Web pages: HTML
> (html and xhtml) for structure, CSS for style and layout. Find resources
> for good Web page design as well as helpful tools.
