Sure, this is fine (and the change now a little bit surprising too ;o).
Another approach could have been to note, that if the animated
attribute or property does not allow empty values, that some
viewers may have an error handling ignoring an invalid trailing
semicolon (instead of having an animation without an effect,
indicating the problem to the author right from the begining). 
This does not have influence on propper notations.
But this is nothing an author can rely on either, therefore it looks 
fine to me in the current version.
