If test attributes on a <discard> element prevent it from removing its
target from the document, is the <discard> element also not removed?
The spec doesn’t say; it just says:

  If the conditional statement on 'discard' fails, the element referred
  to will not be discarded.

I think the <discard> should also not be removed.
