ISSUE-190: axe relaxed path validation?

Discussion of ISSUE-190 on the call today led to almost-agreement
that relaxed path validation should be axed.

The side effect of that would be to downgrade the error interaction
for expired certificates in 5.5.1 to warning messages (aka idiot
boxes). The current draft has "danger", i.e., hard failure.

I understand that we'll try to get closure on this issue at the
face-to-face.
