Re: Licensing

I have now a lot of feedback from here, but also from Bert and Dom. I 
wanted to thank Fantasai for her thoughtful feedback. In 2004 we have 
fixed the issue of incoming rights for the testsuites. It seems we 
have to fix also some issues about the outgoing rights. This was not 
as visible when we did the initial fix. I will bring this back to 
team-legal for further discussion and hope to be able to present a 
new model in February (if not please ping) for feedback. Enacting it 
might take a bit longer. 

We need to further evaluate the situation to find the right strategy 
and to be able to tailor the testsuite regime to the needs of 
developers, but also of end users and of W3C. I may come back with 
questions in between. 

Ian, concerning the changelog, this is also a requirement of the GPL, 
but not to the same extend. I saw that the absence of a changelog is 
a common violation of the GPL. However, the FSF hasn't changed that 
requirement for some reason.
