Good link text is very important for people with visual impairments as well as people with cognitive impairments. Poor link text was identified as a key problem in the DRC report (http://www.drc-gb.org/PDF/2.pdf). Good link text is at least as important as skip-navigation links which is at level 1. Proposed Change: Move SC 2.4.4 to level 1.
