passing attributes to included nodes

I have earlier implemented an XML inclusion scheme for my own purposes
which in some parts resembles XInclude. There I found it very useful to
have a mechanism to attach additional attributes to an included node.
As far I can see such a thing is not specified in XInclude; has this
ever been discussed by the XInclude working group? Or are there formal
reasons not to allow this?
