At the end of the "further steps" paragraph of the "explaining" document
there should be a box, perhaps in place of the current "note". In the box
the heading would be "when all of the above fails:" and include the items in
the note but with a clear notion that "we have practiced due diligence in
trying to be reasonable about making your website accessible but since we
have no response from you in this very important matter, we are taking
steps..."

At present we have "made nice-nice" and non-threatening so a "what next"
description might be in order?
