Is tomcat included in the -deploy.jar ? While I see it is useful for our
internal testing purposes, clearly we shouldn't ship it in the library
itself where I don't think it is being used.

This is pending a decision from the BPWG on ISSUE-234 (as well as
ISSUE-230).
