[Recipes] towards an online validation tool for best practices

Hi all,

As per ACTION-7 of ISSUE-20 [1], I've have started the development of an
online validation service for the Best Practice Recipes. Two colleagues,
Sergio Fernandez and Ivan Frade (in CC), have kindly offered their help
in this task, which is greatly appreciated.

Today we announce the first snapshot of Vapour [2], an incomplete but
usable prototype of the service. We have re-implemented my original
JUnit tests in Python (only Recipes 1 and 2 so far, others recipes will
follow soon). The results of the validation are stored in RDF using the
EARL and the HTTP-in-RDF vocabularies (see a sample report at [3]). Then
they are transformed into a (beautiful?) HTML report (see [4]).

Obviously, a lot of work remains to be done. The application still lacks
a web-based user interface (only command-line interface is available at
the moment). We hope to fill this gap and other ones in the next few
weeks.
