CORRECTION [Was: Transition Request: PER Request for XML Base Second Edition]

Hi all,

Philippe wins. I did not read his email closely enough to realize
that XML Base 1.0 was published before the CPP. Therefore, it is
appropriate to remove the first sentence, and the text that Philippe
proposed is fine by me.

Apologies for the intervention. I will work with Jean-Gui to
add a "Pre-CPP" option to the checker.
