As discussed during the IG F2F [1], I started a Wiki page on this topic:
http://esw.w3.org/topic/NormativeButNotTestable

It is rather shallow at this stage, so probably not worth publication as
a QA finding "yet", but of course, contribution to that page is more
than welcome; in particular, pointers to examples where non-testable
requirements have lead to interoperability issues, or higher development
cost would be very useful in this context.
