To me that sounds like you achieve the same end result (by resizing) as allowing overflow of the original region... I.e the entirety of the glyphs are displayed without clipping...

So prohibiting the expression of overflow in IMSC (which we seem to agree is a desirable outcome) seems counter-intuitive?

The problem with allowing the renderer to resize regions as you describe is that it is then up to that implementation to decide how it does so, consequently any positioning information conveyed by the size and *origin* of the region is also potentially ignored.

Permitting overflow retains the boundaries to which text must be aligned (I.e. rendering start points) whilst still ensuring un-clipped glyphs.

IMSC 1 defines reference fonts to allow an author to create a document
with regions sized appropriately. An implementation that ultimately
uses a font with different metrics (based on system requirements, or
user preferences, or...) can resize regions accordingly and
automatically. Authorial control of tts:overflow is not needed.

Would adding a note in the specification along these lines address the issue?

I am certain from experience that this is impractical and unlikely. Consequently a more likely outcome (if ocerflow remains hidden) is that authors will over size regions which would have potential impact on achieving identical justification or vertical alignment between those devices using different fonts / rendering.
