Doing more issues review, it appears like ISSUE-21 has shifted from being about the compliance specification to being about a specific change to the TPE specification. I have reassigned the issue to that product. Matthias, you may wish to consider whether this issue is ripe to be closed, given that the text proposed there is now in the specification.
