HTML 4 id attribute can be specified globally on any element
Issue: Justification for adding the "id" attribute to all elements.
Details
Compared with HTML 4.01, HTML 5 adds the @id attribute to BASE, HEAD, HTML, META, PARAM, SCRIPT, STYLE, TITLE (which traditionally as metadata related did not needed further semantic specification nor presentational hooks).
