I agree with the recent comments in the bugs:
16540 - let's remove the prefix/version matching and add a non-normative note indicating that UAs may include a structure that means more than one string may match a given key system.
20798 - for now, let's stick with case-sensitive matching and add a non-normative note recommending that CDMs use all lowercase for their key system strings.
