Annotating Embedded Resources

Use case
A user wishes to make a comment about a particular resource that is embedded as part of the publication, such as an image or video. In the general case, the user would expect to somehow select the embedded resource and then launch the interface for adding comments in the same way as commenting on text. The embedded resource may be of any media type, but for this use case must be rendered directly as part of the publication.
Requirement(s)
* Identity of embedded resources (URI)
* Ability to select resources that are not directly rendered to the user, but are important parts of the publication such as stylesheets and javascript.
* Ability to select all or part of alternative versions of resources (i.e. some portion of the alternative text) and have these exposed without assistive technology to those who read the comments.
* HTML format for user generated comment
* Ability to share between systems
* Persistence of Annotation between sessions
* Ability to categorize annotations as descriptions (describing an image) or transcriptions (e.g. image of math to MathML)
* For interactive content or moving visuals (e.g. video), we should be able to display annotations at different points / conditions.
