Draft Version 0.3 of the Web Payments IG charter published

I just published the version 0.3 of the Web Payments Interest Group charter. This charter incorporates the comments received on version 0.2.

This version is a relatively minor revision that integrates the comments receive. There is no major change compared to version 0.2 and I believe that we are getting close to a stabilized version. I want again to thank all the commenters and perhaps it is time to call for a final review period in the next few weeks so that we can engage with the next step and a formal review process by W3C membership?
