Liam Quin raised this question in the context of his Chapter 7 review.

There is a requirement in chapter 7 that editor's be a member of *the* Working Group, but there are a number of specifications that are actually produced as a joint deliverable of two (or more?) groups.

This touches on Patent Policy, Chapter 7, and perhaps other parts of the process too - what is the decision-making process for such specs...
