Description:
Much of the pressure for 'open document license' seems to be based on a desire to be able to walk away from W3C and produce a 'forked' specification, in case W3C ever makes a decision again which is objectionable to some segments of the community.

The W3C process does contain a method of appealing a "director's decision", but the appeal process wasn't used by the W3C members who instead went off to start WHATWG, claiming W3C was "out of touch". Why didn't they appeal the "director's decision" to eschew further work on HTML instead of XHTML at the 2007 meeting?

Should it be easier to appeal or otherwise have a safety valve?
