Description:
Chris Lilley in email[1] proposed that the default criterion for a new draft should be when there are significant changes that would benefit from review (was already a criteria), and seperating the "should publish every 6 months" criterion, adding a "should explain why nothing changed" if nothing changed in 6 months.
