How should substantive issues that arrive after LCCR be handled? The existing Process seems to allow the Working Group to advance a document without addressing such issues (See section 7.3 of existing process) (Jeff)

The group is not obligated to formally address issues that arise after the end of a review period. (no change to current Process)

clarified that the requirement to address substantive issues raised on LCCR before reaching Recommendation applies to comments received during the review period.
