TR documents which are obsolete or have been "parked" or abandoned

Description:
There are (probably many) documents listed under http://www.w3.org/TR which have been abandoned. Sometimes these get published as a Note, but sometimes nothing happens, or they are assumed to be rendered obsolete by some new document series.

If you follow a reference to a specific version of a document (which is probably likely if you're following normative references from many carefully written specs, and even more likely if you follow them from research papers), you don't get any indication that the version you are looking at is not the latest version.

It may be easiest to solve this with some changes to pubrules. The guarantee of total content stability on /TR makes it hard - it is not appropriate just to add some CSS to provide such an important message about the content IMHO.

So where do we go with this?

Chaals believes this is now addressed by section 7.5 on Working Group Notes, which says that abandoned work should be shifted to a Note. (And expects an action item to edit the SVG diagram to show that possibility, along with something for edited RECs :( ).
