The Process document currently states

"A participant must represent at most one organization in a Working Group or Interest Group". - http://www.w3.org/2014/Process-20140801/#ActivityCreation

Is this restriction necessary, or harmful?

A motivating case is that people can simultaneously be working for 2 member organisations - are they required not to represent one of those in a Working Group? Does that restriction make any sense in practice?
