Description:
I has been noted https://lists.w3.org/Archives/Public/public-w3process/2015Mar/0010.html that the definition of "editorial change" in 7.2.5 is circular, to wit:

7.2.5 Classes of Changes
https://dvcs.w3.org/hg/AB/raw-file/68f2be460152/cover.html#correction-classes
This document distinguishes the following 4 classes of changes to a specification. The first two classes of change are considered editorial changes, the latter two substantive changes.
1. No changes to text content
These changes include fixing broken links, style sheets or invalid markup.
2. Corrections that do not affect conformance
Editorial changes or clarifications that do not change the technical content of the specification.

where "editorial change" is defined to encompass the first two classes of change and the second class uses "editorial change" in its definition.

Secondly, experience has shown the "do not change the technical content of the specification" is not sufficiently precise.

A revised definition is suggested (by Wayne Carr) in
https://lists.w3.org/Archives/Public/public-w3process/2015Mar/0012.html
