Unfortunately, despite the CEPC document stating comments should be sent to the public-pwe list, the document was announced on a Member-only list <https://lists.w3.org/Archives/Member/w3c-ac-members/2014OctDec/0026.html> and the head of the Member thread is <https://lists.w3.org/Archives/Member/w3c-ac-forum/2014OctDec/0172.html>.
