Some groups want to, or do, use an 'agile' process where the members contribute directly to the spec (e.g. on a wiki, or using git). Does the process assume or require 'an' editor or have other roadblocks?

This Issue is Pending Review as not requiring any change to the Process Document.

There is only one place in the current Process Document that specifies any constraints on Editors. That is Section 7.2.1 General requirements for Technical Reports,

the third paragraph of which says,

"Every Technical Report published as part of the Technical Report development process is edited by one or more editors appointed by a Group Chair. It is the responsibility of these editors to ensure that the decisions of the Group are correctly reflected in subsequent drafts of the technical report. An editor must be a participant, as a Member representative, Team representative, or Invited Expert in the Group responsible for the document(s) they are editing."

This text allows the Working Group Chair (or Chairs) to appoint whoever they desire to be Editors of a given document. That includes all participants in a Working Group if so desired. It has been noted [1] that the choice of who can be Editors is determined by the (Chairs of the) Working Group and that for Patent Policy reasons, the Editors must be participants in the Working Group (because only these have made the requisite Patent commitments).
