This page describes how to make it easier to manage those CGs where patent licenses are irrelevant to the group's mission. See CG 2013 changes.

The problem

  • Some groups do not require patent commitments.
  • Requiring people to make patent commitments where they are unnecessary adds unnecessary friction to the system.
  • Therefore we wish to enable people to create copyright-only groups (no patent commitment required). Those groups will not create specifications.
  • In addition, we can simplify our system by replacing the current FSA and CLA copyright provisions with an existing license (e.g., the W3C software and document license or CC-BY).

Changes to legal agreements

  • We need to update the CLA and FSA to change section to to incorporate a new license (e.g., W3C software and document license or CC-BY). Check with legal team on best way to do that.
  • We need to update the process as well to indicate the copyright-only option
  • We need versions of deeds that are copyright-only
  • We need to update summary
  • We need to keep around dated versions of legal agreements (and with date it was superseded, cross-links to latest version).

Infrastructure

Create Group

  • Create CG/BG pages will include UI (e.g., checkbox) to request creation of a copyright-only group. The checkbox will make clear that copyright-only groups do not get patent commitments from participants and must not create specifications.
  • In our database, we will need a bit that indicates that a CG/BG is copyright-only

Join Group

  • Because we do not require patent commitments, we will not pursue organizational commitments.
  • For CGs, join/leave semantics will be the same as for other group type, but any request to join as an individual will be granted automatically
  • For BGs, join/eave semantics will be the same as for other group type.
  • Carine has indicated that we won't need IPP for joins because we don't need to record patent commitments. However, we will still need much of the IPP functionality, including:
    • Same join semantics (e.g., AC Rep role for Members)
    • UI for joining (like other type of CGs but legal commitment is different)
    • Notifications and email record of commitments
    • Registration in DBWG

Participant information

  • On participants page we will simply list name/affiliation.
  • On group home page we will need to indicate which agreements participants have accepted

Reports

  • We should not provide any UI to Chairs to publish Specifications
  • Reports published by copyright-only groups will need proper link to "licensing info"
  • The reports home page will need to list all the available options
  • Reports requirements will need to include copyright-only options

Other notes

  • Some groups operate copyright-only today; Ian maintains that list manually. We will convert these groups to be "formal" copyright-only groups.
  • We do not plan to support mode-switching at this time (until there is sufficient demand for it).
