- We have a number of groups that do not require (organizational) patent commitments. However, they likely require copyright commitments.
We therefore think we should have a way to propose such a group, and that people will sign a revised agreement (with no patent commitments).
These groups will still be allowed to publish, but only non-normative documents. This will need to be clearly indicated in various places.
There will be no final specification publishing function available to these groups.
The join form will need to be updated to make clear which commitment one is making (e.g., copyright only).
Groups may wish to change modes. If started with pat commitments, can silently degrade to copyright only. When a group wants to go from no pat commitments to pat commitments, force them to create a new group. - Related Actions Items:
