The current page consists of two steps:
1) confirm affiliation.
2) agree to terms to join group

The current design intended to separate those two to put an emphasis on confirmation of the affiliation. However, our use of a button as a clear signal that "there is a second step" has created confusion. Furthermore, our use of the button is creating an issue with assistive technology.

Therefore the proposed revised design will be:
* To have a single step, where content is fully available: two checkboxes and a "join" button.

However, the join form for people affiliated with non-member orgs will still have two paths for people to follow (join as individual or join as org rep) and those will involve revealing content.
