Selector should be a[@href]. If the <a> is used as destination anchor, no element content is required.

Step 1 Uses different wordings:

• title attribute with a value
• non-empty alt attribute

Both mean the same. The wording should be aligned. The approach to link to a separate definition (non-empty) is good idea. But why does non-empty need at least two characters?
