UAAG 2.0 Last Call Working Draft: Substantive Changes

The UAWG made substantive changes in this Last Call Working Draft as a result of comments made on the 23 May 2013 Working Draft. This document lists the substantive changes and gives a brief rationale for the change. For more detail on individual comments and the actions taken, see the Disposition of Comments from 23 May 2013 Working Draft. UAWG received a comment for changes in text customization which resulted in substantial changes to Guideline 1.4.

• Removed the "What Qualifies as a User Agent" section and moved the important information to the definition in the Glossary to reduce confusion and perceived conflict between the definition and the explanation.
• Added a definition of "obscure" and clarified wording of 1.1.5 Facilitate Clear Display of Alternative Content for Time-based Media: to improve testability and understanding.
• Deleted former 1.1.5 Default Rendering of Alternative Content (Enhanced) after comments that it would make the user interface confusing and not contribute significantly to improved accessibility.
• Changes to Guideline 1.4 Text Customization:
  • 1.4.1 Text Scale, Color, Font (Globally) added additional characteristics of text
  • 1.4.2 Preserving Size Distinctions was removed. Added new 1.4.2 Text Size, Color and Font (by Element) to allow control of text characteristics on element types (at least headings and input elements)
  • 1.4.3 Text Spacing and Style (Globally)- New
  • 1.4.4 Configured and Reflowed Text Printing - New
  • 1.4.5 Text Style, Margins, Borders (by Element) - New
  • 1.4.6 Spacing, Capitalization and Hyphenation (Globally) - New
• Changed the level of 1.5.1 Global Volume to AA after a comment that it was more advanced than basic accessibility.
• Added 1.6.5 Synthesized Speech Language as requested by a comment urging the importance to accessibility of the ability to change languages.
• Split 1.8.1 Highlight Viewport into 1.8.1 Highlight Viewport (level A) and 1.8.8 Customize Viewport Highlighting (level AA) because UAWG agreed that the customization aspect was more advanced.
• Changed the level of 1.8.9 Allow Viewport Resize from level A to level AA because UAWG agreed with the comment that it was more advanced than basic accessibility.
• Clarified that 1.8.5: Zoom and 1.8.10 Viewport History applies only to top level viewports after a comment that it could be interpreted to apply to individual nested viewports, which was not intended by UAWG.
• Changed 1.8.7 Reflow Text from level AA to level A and moved phrases supporting vertical layout languages into a normative note to make it clear that the purpose of the success criterion is to reduce horizontal scrolling. UAWG agreed that with the rewording, 1.8.7 is a basic accessibility requirement serving users who experience excessive fatigue or loss of comprehension from horizontal scrolling.
• Changed 2.3.5 Customize Keyboard Commands to remove the requirement to save the commands because this is already covered by success criterion 2.7.1 Allow Persistent Accessibility Settings.
• Changed the level of 2.7.4 Change preference settings outside the user interface from level AA to level AAA as UAWG agreed that this was difficult to implement in an accessible and usable manner.
• Changed 2.10.1 Three Flashes or Below Threshold and 2.10.2 Three Flashes to only apply to the user interface, because UAWG agreed with the comment that it would be difficult for the user agent determine flashing in media content. Success criterion 2.11.1 gives the user control over playing media content and WCAG 2.0: 2.3.1 Three Flashes or Below Threshold and WCAG 2.0: 2.3.2 Three Flashes apply to the content.
• Changed the level of 2.11.4 Adjustable Playback Rate for Prerecorded Content from level A to level AA because UAWG agreed with comment that this was more advanced.
• Deleted 2.11.8 Track Enable/Disable of Time-Based Media because UAWG agreed that it was a subset of 1.1.1 Render Alternative Content.
