This is a collection of "Issues with the use of title attribute in name and description calculation" brought up by Joanmarie.
- clarify SVG-AAM to say that xlink:title on a <a> element is a valid description option
- clarify SVG-AAM regarding multilingual title/desc usage
- fix testable statements to reflect the usage of fallback names as descriptions
I've cleaned up the rules.
