Specifically, that it is not empty and not whitespace only.
Because of the complexity with multi-lingual titles & descriptions, elements that are included (because there's a valid title/desc in another language) may still end up having empty titles and descriptions in the used language. We'll address this with requirements in the SVG 2 spec, see Action-2015.
