[MichaelC]: This reminds me that <noscript> does not work in an environment where a firewall strips out JavaScript from webpages. I think we should replace the <noscript> in technique SCR19 with something else. (I did not find <noscript> elsewhere in our documents.) (reminder to self: raise this again if issue is closed by unanimous consent)

I think this may have been a comment from Christophe, but not sure.

Suggest that we simply remove <noscript> from this technique since the page will fail gracefully without script support and the applicability section already specifies the need for scripting support.
