This action item was created to make sure we didn't forget to address the issue of the term content when we removed the reference back to the Introduction for the first public working draft. I have been through all of the SC and found that some of the ones listed below (that originally had the reference to the introduction) actually don't use the term "content" either in the SC or in the INTENT. And I found a few more (listed below) that do use the term content that did not originally have the reference to the introduction.
