The term \"conformance\" is not necessarily a well understood term for many readers, and its use in the definition of \"normative\" therefore makes the definition of \"normative\" difficult to understand.
Proposed Change:
Add a definition for conformance, consistent with the definition of the EOWG definition of \"conforms,\"
