We believe Horizontal scrolling is an accessibility issue. At level 3 we are aiming for accessibility without assistive technology (direct access) It's an issue for low vision users not not using AT, Cognitive.
Suggestion: modify SC 1.4.8 horizontal scroll exception if one word is wider than the viewport causing Horizontal scroll.
