B.2.2.3 Identify Range: The appropriate range (e.g., element, group of elements, entire file, etc.) for each potential accessibility problem is identified. Excessively general checks (e.g., "does the page meet all of the requirements?") are not acceptable.
 [RS1]For items which cannot be realistically scanned for, then this has to be acceptable.
 [JR2]What is meant here is that it is ok to say: “Is anything on the page flashing?”,
”Are any words on this page in different languages?”…but not:
”does this page meet all of the requirements of section 508?”
