The sense of the meeting at the June 2008 F2F was that we should have normative browser implementation (processing) requirements, and that we should not take the format spec to Last Call until the browser requirements are also ready for Last Call.

We didn't manage to get a RESOLVED: into the minutes, so what you get here is my thumbnail sense of the preponderance of sentiment. - Al]

We have partial requirements scattered through the present document and we have the Mozilla document as a starting point.

Earlier we had thought that a cross-browser evolved version of the Mozilla document would be published as UAWG Note grade material. But in the F2F there seemed to be a preponderance of opinion that this was not tight enough.
