Dominic Mazzoni, on the Chrome team, would like to introduce a system modal ARIA attribute for dialog boxes to tell screen readers to limit their view to the modal dialog.

Based on my email [1], here are proposed mappings:

ATK/AT-SPI and IA2: STATE_MODAL.
UIA: IsModal property for the Window control pattern.
AXAPI: ModalAttribute for window objects.

This is now in the ARIA spec. Moving this to the Core implementation spec. as an issue.
