Description:
Many native OS progress bars are left unlabeled because context is clear (e.g. the progress bar in an "install" dialog is the install progress, even if it's not labeled.) Note: In 30 Apr 2012 conference call, James C, Matt K, and Rich S thought this could be a SHOULD not a MUST, but Joseph S objected to the removal of this requirement.
