Propagating aria-disabled .. only to focusable descendants?

Description:
From <http://lists.w3.org/Archives/Member/w3c-wai-pf/2008AprJun/0150.html>:

I think it makes sense to propagate aria-disabled to any descendant that
is focusable.
We should not mark non focusable descendants as disabled -- e.g. a
heading.

Two reasons:
1. It would look odd to the AT to have aria-disabled on simple text
containing elements, images, etc.
2. It reduces the performance hit of this feature

Text for disabled was accepted by the ARIA subcommittee as of the May 19 2008 draft of the specification
