URIs
The identification mechanism for the Web is the URI.
URIs are a fundamental building block of the Web; it would not exist without them and if they stopped working, so would the Web.
This document uses the concepts and terms regarding URIs as defined in draft-fielding-uri-rfc2396bis-03, preferring them to those defined in RFC 2396.
