Behavior of Web Site Designers
Currently, they (we) are all neophytes
So long as the Web continues to grow so fast, and the technology change so fast, uptake is limited by the quality of the tools
The tools are poor to terrible, but are improving
Web servers often lack the tools to set important protocol metadata
Tools often don't support the newest technology
Will improvements mean faster sites, or more junk on the page?
