Description:
David Baron remarked[1] that 'background-image', 'background-repeat', 'background-size', and 'background-position' contribute to the number of background layers, but 'background-clip' and 'background-origin' do not, which seems inconsistent. More intuitive would be (1) all six properties are taken into account, or (2) only 'background-image' is.

David Hyatt prefers[2] the former.

At 7 Jan 2008 telcon, people were slightly in favor of option 2 (only bg-image counts) or had no opinion, but we will wait for Apple to give an opinion, based on their implementation experience. See

Resolved background-image only based on tentative resolution and Hyatt's ok.
