Define 'close' value of border-break to treat each box as independent

Description:
Define 'close' value of border-break to treat each box as independent. This would use the appropriate border for that side rather than requiring the author to define the right border. It would also cause border-image to wrap around each segment independently rather than around the unbroken box.
