If it can, where is the border drawn?
1) Borders collapse (like for tables) and are drawn centered on the edge of the slot (as for multi-column). Note that borders may thus overlap content. The template element itself also has a border, which doesn't collapse with the slots, because there is a padding between them.
2) Borders are drawn individually for each slot and reduce the size of the slot available for content. In that case, is there a need for the 'border-spacing' property?' non-public [Bert Bos]
