Candidates are the width and height of the containing block or of the element itself. The latter seems better. Border radii do not affect the size of the box, so the size of the box can safely be used to determine the radii.
In each of the (up to four) pairs 'A/B' of radii, a percentage on A may refer to the width and a percentage on B to the height of the border box.
